Beth Noveck was a professor at New York Law School where she taught Intellectual Property Law when she thought about the reform of US Patent and Trade Office. PTO has been overloaded by a great amount of patent application every year. She points out the single point of failure in the agency, challenges the current policymaking process based on the belief that the government knows best information, and urges for a new kind of participatory democracy, collaborative democracy.
